I have a house in AZ and I live in TX. i can't make the payments anymore. Is foreclosure a public record? what are the consequences?

Foreclosure is public record. You will take a hit of 200 to 300 points, depending on overall condition of credit. This means if you have a FICO score before foreclosure was 680, it could dip as low as 380. A foreclosure will be on your credit report for 7 years. Please seek tax and legal advice.
